Heats

 Harness Racing SA Ltd will determine the number of horses to compete in each Heat.

 
SOUTHERN CROSS TROTTERS RACES

 

Two separate series will be run for 2YO and 3YO trotters following on from the Trotting Carnival held in June. These races WILL NOT be restricted to Southern Cross eligible horses and will be open to both sexes.  The reward for a Southern Cross eligible horse is that any prizemoney won by such horse in these races will be doubled.

Heats of $2,500 will be held culminating in a $10,000 final for each age group.   As advertised, the Parker Classic will also carry the Southern Cross bonus as in previous years.

All Southern Cross Races will be advertised in the monthly programs published in the Harness Racer magazine and on the HRSA Website.

 
2.         FIELD SELECTION FOR RACING SERIES

 

Qualifying Heats

 All eligible horses nominated for the Southern Cross Heats will be guaranteed a start in the Qualifying Heats.  A horse that wins a Heat will automatically progress to the Final (Horses are automatically nominated for Repechage/s unless withdrawn prior to acceptance time with HRSA Ltd).

 

Repechages

 HRSA reserves the right to limit the number of repechages in any age group to guarantee that a horse that wins a Repechage will qualify for the next round of the Series.  The number of Repechages will therefore be dependant on the number of heats that are run for any age group.

Only horses that started in a heat will be eligible to contest a Repechage EXCEPT THAT the winner of a heat will be excluded from the Repechages.

 Horses to contest Repechages will be selected in accordance with their finishing positions in the heats and randomly allocated into repechages (owner, trainer & driver splits to apply). In the event of two or more horses each finishing in the same position in a heat and thereby producing a field exceeding the field limit then HRSA Ltd’s Automatic Field Selection Points System will be the selection criteria used to decide which horse(s) will be included in the field for the Repechage/s.

 If at race acceptance time there are less than eight horses eligible for a Repechage of any age group the Repechage may be abandoned. The number of Repechages is to be determined by HRSA Ltd at acceptance time of the Repechage Heats.

 

Finals

 Qualification for Finals (Final field limit 10 runners plus 1 emergency) :

  1. All Heat winners automatically qualify for the Final.
  2. All Repechage winners qualify for the Final.
  3. If there are remaining positions available in the Final after all Heat & Repechage winners are included, the remaining positions will be determined by the highest point scorers over the two races. Points will be awarded for both a heat and for a repechage on the basis of 2nd – 9, 3rd – 8, 4th – 7, 5th – 6, 6th – 5, 7th – 4, 8th -3, 9th – 2, 10th – 1.

If horses are tied on points, but not enough positions are open, then the horse/s with the fastest aggregate time over the two races will get preference. If still tied, then a ballot is to be conducted.

 

Consolations

Horses will need to re-nominate for the Consolations. If nominated, horses unplaced in the Qualifying Heats or Repechages, and other Southern Cross eligible horses may proceed to a Consolation.  Field selection preference will be based on points scored from the Repechages and Heats ie the next highest points scorers that didn’t qualify for the Final. Then if there are remaining positions available other Southern Cross eligible horses can be included.

If there are less than eight (8) acceptors for a Consolation the race will not proceed.

 

 
3.         BARRIER DRAW

 Barrier draws for the Qualifying Heats, Repechages, Consolations and Grand Finals will be decided by the computer random barrier draw system.

  

  1. HANDICAPPING AND SCRATCHING PENALTIES

Australian Handicapping Regulations apply to both series of races.

 Normal scratching penalties apply to both series of races.

 Rule 195A shall apply to both series of races.

 

 

5.         PRIZEMONEY DISTRIBUTION

 Prizemoney will be distributed as follows:

 Southern Cross Racing Series Heats, Repechages and Consolations will be distributed as follows:

 1st = 59%; 2nd = 14.5%; 3rd = 9%; 4th = 4.5%, 5th = 3%; Unplaced Runners (6th to 10th) = 2% each runner.

 Southern Cross Racing Series Grand Finals will be distributed as follows:

 1st = 55.75%; 2nd = 13.5%; 3rd = 8.5%; 4th = 4.25%; Unplaced Runners = 3% each runner.

 If there are less then 10 runners in a Final, the unplaced prizemoney not won will be divided equally amongst all runners in that Final.

 NOTE:     The driver’s fee will be deducted from stakemoney as a “first charge”.

An Acceptance Fee of 0.5% applies to all runners in races of $30,000 or more.

 

 
6.           (i)      WIN BONUSES

 A Southern Cross win bonus of $2,500 will be paid to an eligible 2YO or 3YO for its first win in South Australia.

 A Southern Cross win bonus of $2,500 will be paid to an eligible 4YO for its first win as an RO, CO, TRO or TO class horse in South Australia, provided that a Southern Cross bonus has not been won as a 2YO or 3YO.

 As an incentive to breed or purchase a South Australian sired horse, an additional bonus of $1,000 will be paid if the horse is sired by a stallion registered and resident in South Australia at the time of its conception.

 

(ii)     DISTRIBUTION OF BONUSES

 Win bonuses will be distributed as follows: Owner – 80%, Breeder – 20%,

 Payments will be forwarded through Harness Racing SA Ltd’s bi-monthly stakes payments system.

 

(iii)     LEASE CONDITIONS

 Parties to leases should notate any special arrangements relating to Southern Cross bonuses in the conditions of a lease.  Harness Racing SA Ltd’s lease contains an appropriate reference.

   

7.         ELIGIBILITY FOR SOUTHERN CROSS RACES IN THE 2011/12 RACING SEASON

 Two and three year olds which meet the eligibility criteria as advertised by Harness Racing SA Ltd for the relevant foaling year or horses deemed as eligible by Harness Racing SA Ltd provided the relevant fees are paid in accordance with the payment schedule are eligible to nominate for Southern Cross races in the 2011/12 season.

  

8.         ELIGIBILITY CONDITIONS

Foals born in the 2011/12 season will be eligible to nominate for the Southern Cross Racing Series as a two and three-year-old and be eligible for Southern Cross bonuses provided:

(i)         The foal was born and freeze-branded in SA or the foal is owned or part-owned by a resident* of South Australia, and the original foal notification is lodged with Harness Racing SA Ltd in the foal’s weanling year

 OR

A photocopy of the original foal notification, bearing the names of a South Australian resident*, which has been lodged with another Controlling Body, is lodged with Harness Racing SA Ltd in the foal’s weanling year.

(ii)        The foal is by a stallion that was registered and resident at stud in South Australia at the time the foal was conceived and the provisions of Condition 1 are met.

(iii)       The relevant fees are paid in accordance with the Schedule of Fees prescribed by Harness Racing SA Ltd.

(iv)       (a)       A foal or yearling is purchased or leased partially or wholly by a resident* of South Australia, and

(b)       The transfer of ownership or lease is lodged with Harness Racing SA Ltd and the relevant fees are paid before 30 April in its yearling year.

(v)        A yearling is purchased at the South Australian Yearling Sale and the relevant fees are paid within four (4) weeks of the date of the Yearling Sale.

 *          Resident of South Australia is defined as a person whose name appears on the South Australian Electoral Roll.  A person may be required to provide proof of eligibility.

  

9.         ELIGIBILITY FEES

 10.      SCHEDULE OF PAYMENTS – 2011/12 SEASON

 2YO Acceptance – due 31 August 2011                                $192.50

Sustaining payments must be met each year to remain eligible in the Southern Cross Racing Series

NOTE:       Payment of the above fees allows horses to remain eligible to win a bonus as a 4 year old as per 6 (i).

 
LATE SUSTAINING PAYMENT

Late payment for 2 and 3 year olds after 1 September 2011 will be accepted at the following rates:

1 September to 30 September 2011                                                             $350.00

1 October to 31 October 2011                                                                       $700.00

1 November to 30 November 2011                                                            $1,100.00

 

NOTE :           No late payments will be accepted after 30 November 2011.

 

RESPONSIBILITY FOR PAYMENT

The responsibility of payment for Southern Cross fees lies with the owner of the horse or the owner’s agent.  Harness Racing SA Ltd is not responsible for collection or invoicing of the fees.

NOTE:     All fees and payments are inclusive of GST.

 

11.       PARTICIPATION IN VICBRED PROGRAM

Under an agreement between Harness Racing SA & Harness Racing Victoria, a Southern Cross horse can also be eligible for the Vicbred Program provided the owner pays the relevant Vicbred fees in accordance with the Victorian Schedule of Fees. Please check the Vicbred conditions to confirm whether your horse is eligible (the majority of Southern Cross horses are). 

 A Southern Cross horse eligible and paid up for Vicbred can earn up to $12,000 in win bonuses between the two schemes. This is on top of any race prizemoney that is won in the Southern Cross races or the Vicbred Super Series’.

 Bonuses can be won by horses as 2 year olds and 3 year olds. While 4 year olds can also be eligible if they haven’t won a bonus as a 2 or 3 year old. Take note that if your first win is a CO in SA as a 4YO you are not eligible for the Vicbred bonus.

12.       SPECIAL CONDITIONS

 Harness Racing SA Ltd reserves the right to make any alteration or amendment to these conditions that it deems necessary for the proper conduct of the Southern Cross Racing Series from time to time.

Harness Racing SA Ltd reserves the right to accept any horse as eligible for the series notwithstanding any non-compliance with any condition hereof in respect of that horse, so long as in the opinion of Harness Racing SA Ltd there exist reasonable grounds to excuse the non-compliance.

 The decision of Harness Racing SA Ltd will be final in respect of any dispute or matter relating to these conditions.
